The CESP is intended for graduate and postgraduate students in medicine or dentistry (Art. L632-6 of the Education Code).

The CESP Principle

  • The Public Service Commitment Contract (CESP), established by the “Hospitals, Patients, Health, and Territories” (HPST) Act of July 21, 2009, provides that medical and dental students may be granted a monthly stipend starting in their fourth year of medical school (beginning with their second cycle of studies). Since January 1, 2026, the Agency for Services and Payments (ASP) has been responsible for administering the Public Service Commitment Contract (CESP) grant recipients.
  • In exchange for a monthly gross allowance of 1,200€ paid to them, recipients commit to working for a number of years equal to the number of years they received the allowance (with a minimum of 2 years), starting at the end of their training, in specific locations characterized by insufficient healthcare services or difficulties in accessing care.
